O'Love Jacobsen is returning to Niue to contest the elections in May after representing her country in Wellington for the past six years.

Niue is self-governing in free association with New Zealand and its citizens are also citizens of New Zealand.

Mrs Jacobsen said it was not clear whether for New Zealand the arrangement was an obligation or a liability.

She said the constitution had a clause that said New Zealand should provide the necessary economic assistance to Niue.

"And what does New Zealand deem necessary for Niue? And how do we see that as Niueans ourselves? I guess for me personally if I was to interpret that it would be the very basic core things of education, health and infrastructure."
