The director of the American Samoa Environmental Protection Agency, Ameto Pato, said three government agencies were ready to issue littering citations.

Mr Pato said they were the Department of Health, Marine and Wildlife Resources and the Environmental Protection Agency.

He said 20 village mayors from the eastern side of the island had been trained and certified by the Attorney General to issue litter citations.
