Currently, Vanuatu uses Britain's Adoption Act, which was written in 1958.

The minister, Ronald Warsal, said many of its provisions did not apply to the country and it was difficult for the courts to implement consistently.

Mr Warsal said Vanuatu needed a law which suited the local context and addressed the real interests of the country's children.

The bill will likely be debated in November.
