Lieutenant governor Lemanu Peleti Mauga said American Samoa was experiencing financial difficulties and he predicted that if directors didn't rein in spending, the government would be in the red by the end of the year.

He has suggested car pooling, taking the bus or using cycles.

Lemanu said government vehicles should only be used for official business and at the end of the day parked at the office.
