The Jakarta Post reported antibody tests would be provided to pregnant women seeking healthcare services at hospitals or at community health centres.
Health authorities want to prevent the transmission of the chronic disease to the women's babies.
An Indonesian Health Ministry official, Triya Novita Dinihari, said that by 2030 the government was aiming for no new HIV/AIDS infections, and an end to AIDS-related deaths as well as to discrimination against people living with virus.
The Papua Health Agency's latest figures show 27,771 HIV/AIDS cases in the region.
