The Northern Marianas has finally adopted a catastrophic typhoon plan, more than two years after Typhoon Soudelor devastated Saipan in 2015.

CNMI Governor Ralph Torres said that Typhoon Soudelor was the worst storm he experienced, but through the help of the federal government, the Northern Marianas has bounced back.
The plan's objectives are to provide emergency power to maintain continuity of essential operations and restore the power infrastructure.
It also aimed to stabilise water distribution and wastewater systems, deliver fuel to essential services, conduct mass care services and sheltering of survivors and distribute essential supplies.
The recovery of marine transportation and re-establishing public health and medical services is cited as additional objectives in the plan.
Federal Emergency Management Agency official Robert Fenton said Saipan's recovery is a great model across the country.
