CNMI police sued for brutality

The CNMI Department of Public Safety (DPS) is being sued for police brutality in federal court.

Vincent San Nicolas Norita, who is serving a nine-year prison term for leading police on a 40-minute car chase in 2016, is back in court.

He is now suing Commissioner Robert Guerrero and other police officers for violation of his civil rights, intentional infliction of emotional distress and negligence.

He wants the court to direct the DPS to implement new procedures for hiring, promoting, training and disciplining personnel.

Norita was allegedly assaulted by two police officers in December 2016 after the police chase ended when the car Nortia was driving overturned.

The lawsuit claims that Norita was beaten with a baton despite the victim already lying on the ground and complying with orders.
