The governor of the Papua New Guinea province of New Ireland, Sir  Julius Chan, says his province is ready for autonomy.

The former Papua New Guinea prime minister has been advocating autonomy for New Ireland since 2008 and says the province is ready to take over most functions now handled by the national government.

Don Wiseman asked him why the national administration, based at Waigani in Port Moresby, should hand over control.
