A doctor who oversaw requests for medical transfers of sick refugees from Australian offshore detention says the requests were stymied by the government to enhance suffering.

Peter Young was formerly employed by International Health and Medical Services to liase between doctors treating refugees on Nauru and Papua New Guinea's Manus Island, and bureaucrats in Canberra.

Dr Young told Ben Robinson Drawbridge requests were often delayed or denied by the bureaucrats to make the refugees suffer.
