Topics - The Prime Minister says a top-level inquiry has commenced into illegal activity by the Government's spy agency, the GCSB, in the Kim Dotcom case. The Social Development Minister, Paula Bennett, admits the Government hasn't got the resources to test all beneficiaries under tough new welfare reforms. National standards from primary and intermediate schools across the country show pupils at the lowest-decile schools are more likely to perform below national standards than those at the highest-decile schools.
