There are around five thousand children and young people in care. They've frequently been removed from violent homes, where they've suffered abuse and neglect.

A key strategy of Child Youth and Family is to find a permanent home for a child as quickly as possible. But is that policy being fiscally driven, or are children benefiting? Sue Ingram investigates.
