Flagship teaching policy held up by hiring rules

There's debate over the rules around new top teacher roles in Communities of Schools. Critics say the rules impede the appoitnment of department heads and deputy principals. Others say the new jobs require people who are working in classroom as teachers, not people in management jobs, and they should be easy to find.
