Civil Defence defends September quake tsunami alert

An internal review has found 31 issues with Civil Defence's response to September's 7.1 magnitude earthquake off the East Cape.

The quake happened at 4.38 in the morning but it wasn't until 80 minutes later that a tsunami warning was issued.

The warning came 45 minutes after small tsunami waves hit.

There was also confusion in the Kaikoura quake.

Forty-five minutes after the quake there was an advisory saying there was no tsunami threat, but 30 minutes after that an emergency tsunami warning was issued [ie 75 mins after the quake].

We talk to the Ministry of Civil Defence and Emergency Management director Sarah Stuart-Black about the problems.
