The report is the result of visits by Commission staff to the country's four youth justice facilities and to three of the five care and protection residences.

The Children's Commissioner, Judge Andrew Becroft,  says we need expect the highest standards for the care of the country's most vulnerable children - and at the moment care is middling. "We need to be constantly vigilant and we need to be visiting regularly."

Grainne Moss, the chief executive of Oranga Tamariki, says they are committed to being and open and transparent organisation -  and will listen to children.
