Overdue rates in Christchurch up 41 percent in a year

There's been a huge increase in the number of Christchurch residents struggling to pay their rates bills. In the year to the end of June, 24,000 owed the council money, up 41 percent on 12 months earlier. Their outstanding debt is rising as the council continues to put up rates to pay for the city's post quake rebuild.
