Intercepting emails wasn't 'anti-democratic' - council boss

Horowhenua District Council chief executive David Clapperton, who was recently revealed to intercept staff emails, says there was nothing anti-democratic about it as he was protecting staff from abusive or demoralising messages. That's despite the Horowhenua District Council now moving to change its rules to uphold what it calls "democratic accountability".
