Millions spent tackling domestic violence, but little effect

A $60 million programme to tackle domestic violence has drawn up thousands of safety plans for at-risk families but appears to be stepping in with actual help in only two percent of cases. Launched under the previous National-led government, Integrated Safety Response is a three-year pilot running in the Waikato and Christchurch. But documents released under the Official Information Act show while the system is good at drafting plans, it's struggling to provide practical assistance to those caught up in family violence. Catherine Hutton has been taking a look at the documents and joins us to explain.
