There are about 500 more children in state care than there were this time last year, bringing the total number above 6000 for the first time. It is a year since Oranga Tamariki replaced Child, Youth and Family, but the new ministry is still grappling with how get more people to consider being caregivers for the country's most vulnerable children. Oranga Tamariki chief executive Grainne Moss told our social issues reporter Sarah Robson, that this is an area where she wants to see things improve.
