Childrens' Commissioner on the problem of attracting caregivers

As we have been reporting this morning, the number of children in state care is at an all time high and Oranga Tamariki is struggling to keep up with the increasing demand. More than 6000 children are in state care, while the ministry has only about 3800 caregivers on its books. In the past year, Oranga Tamariki recruited 130 whanau carers and just 22 non-whanau carers. The Childrens' Commissioner, Judge Andrew Becroft, speaks to Philippa Tolley in the Wellington studio.
