New Zealand's foreign service is set to receive a $714 million boost, as the government increases its aid to the Pacific. But the Opposition wants to know why the government's sending more money abroad while bleating about underfunding crises at home. Foreign Minister Winston Peters unveiled the details in a pre-Budget speech on Tuesday night.
