Conflict at Auckland Council is potentially threatening its operation. Two complaints laid by Auckland councillors over the release of reports into the feasibility of a downtown stadium are now being formally investigated by the Chief Ombudsman. The director of Massey University's public management group, Andy Asquith, says the feud could cause the council to become dysfunctional. Phil Goff is Mayor of Auckland. He talks to Guyon Espiner.
