Horowhenua email scandal: Staff member 'stigmatised'

An Ombudsman investigation has found no grounds for Horowhenua District Council blocking emails which it claimed were abusive to its staff. Unacceptable correspondence had been one of the reasons the council gave for blocking five peoples' communications to council employees. The five people complained to the Ombudsman who says the council was wrong and the process was flawed. Kate Gudsell reports.
