Education Minister Nikki Kaye joins Kathryn Ryan to discuss the end of the decile rating system and the new "risk index" which would estimate the number of their students at risk of underachievement.That rating will stay private and be reviewed every year - and is expected to come into effect in 2019 or 2020.
