Topics - family violence charges from police have dropped in the last four years - but family violence agencies like Women's Refuge aren't celebrating - quite the opposite - they are extremely alarmed. Len Brown may well be forced to break his solemn election promise to keep the rates at 2.5%. If he wants his inner city rail, if the city wants its roads and cycleways, it may have to lets its parks get unruly, reduce library hours, scrap inorganic rubbish collections.
