The rationale behind regional development

From The Panel, 4:16 pm on 14 August 2018

The Government's plan to plant one billion trees has been given another boost of $240 million, taking the cost to half a billion dollars over the next three years.

Cabinet approved a new grants programme to get more trees planted and provide employment opportunities. The programme is expected to create around 1000 jobs.

Is that good value? We ask former special economics advisor to the Reserve Bank, Michael Reddell, whether regional development should be a focus for the Government.
