What are teachers allowed to do?

Principals say teachers are worried about being hauled before the Education Council for handling disruptive children.

Guidelines introduced last year say staff can only restrain children if they're posing a serious and imminent risk: for example, if they're threatening someone with a weapon or violence, have put themselves in danger, or are throwing furniture or breaking glass near others.

Pat Newman, who's the president of Te Tai Tokerau Principals' Association, joins The Panel and tells us why these guidelines leave grey areas about what is and isn't allowed.
