Libraries: A refuge for homeless people

A Canadian columnist has outlined the social function libraries have - providing a welcoming, warm place for the city's homeless. He says libraries are safe, don't cost anything to enter, offer free internet, and you can stay for hours. The panelists give their thoughts on whether libraries should have to be a refuge for homeless people.
