Our justice system is 'broken'

Justice Minister Andrew Little's told the United Nations that New Zealand's incarceration rate is one of the highest in the world and had risen in recent years. He says our justice system is "broken".

Maori are disproportionately represented at every stage of our criminal justice system, both as offenders and victims.
