Ashburton residents say they are fed up with people dumping bags of rubbish outside their homes.
The Ashburton District Council has received numerous complaints from residents who have woken up to find rubbish bags and recycling bins outside their homes.
Waste manager Craig Goodwin said residents outside the collection area were leaving their rubbish on the streets to avoid the cost of depositing their rubbish at the local resource recovery park.
Mr Goodwin said as many as 25 extra bags of rubbish were being left outside Tinwald School each collection day.
He said it was an unfair burden on ratepayers and the council was looking into options for people outside the collection area.
