Trans-Tasman Resources says it hopes a second application for the right to mine for undersea iron deposits will be successful.
The company was last year refused consent to extract the minerals off the coast of South Taranaki.
It plans to file a new application in February to extract five million tonnes of ore extracted annually.
It says it has done further scientific and engineering work, and stresses the local economic benefit which will be 700 jobs.
The refiled application comes as the Government reforms the Resource Management Act to make hearings more streamlined.
Another company turned down for a similar venture, Chatham Rock Phosphate, says it will refile its application as soon as it is satisfied the hearings process is improved.
