A special court is to open in the Hague to try war crimes relating to the Kosovo conflict.
The court will examine crimes allegedly committed by members of the ethnic-Albanian Kosovo Liberation Army against minorities and political opponents in the years 1999 to 2000.
The Dutch government said the trials could not be held in Kosovo as the KLA are seen by many there as freedom fighters, so witnesses against them might feel threatened.
