Statistics New Zealand says councils had an operating deficit of $24 million in the June quarter.
The Government Statistician says the deficit was caused by council expenses increasing more than their income.
Operating income in the three months rose 1.4% from the March quarter to $2 billion while operating expenses rose 3.5%.
