The new Electricity Authority is promising less politicised decision making than its predecessor.
The authority on Monday replaced the Electricity Commission as the main industry regulator.
Chairman Brent Layton says the authority will be able to set its own rules without having them signed by a Government minister.
Mr Layton says the sector will always have an element of politics but the new system will help depoliticise some aspects, particularly the debate around the rules that govern the behaviour of market participants.
Further information on how the authority will operate will be published on 8 November.
