A rise in rates is forecast for one of the areas worst affected by the Canterbury earthquake.
Waimakariri District Council, which covers Kaiapoi and Kairaki, believes the cost of repairing the area's infrastructure could be more than $100 million.
Chief executive Jim Palmer says the price for repairing roads, sewers, drainage, community buildings, parks and reserves, will be $76 - $120 million.
While insurance and Government assistance will cover some of the bill, Mr Palmer says the rest will have to be met by ratepayers.
The council will consider the rates in November or December, when it looks at next year's annual plan.
