Former prime minister Sir Geoffrey Palmer is to lead an investigation into whether Wellington could be turned into a super city.

He will be joined by a former head of Civil Defence, Sir Wira Gardiner, businessman Bryan Jackson; and a former Wellington City and Regional Council member, Sue Driver, .

The panel was set up by Wellington Regional and Porirua City Councils.

It will consult the public during the next five months and assess different governance options including whether the region's nine councils could be combined to form one organisation.

The panel will report in October with the governance model it thinks is best.
