The Mental Health Commission says people with mental health problems need to be treated faster and have better access to support services.
The recommendations are part of a paper which aims to improve mental health services over the next 10 years.
The paper also says more should be done to support younger people and keep them better connected to their families.
The commission says mental health agencies must work closer together to achieve more effcient and cost effective outcomes.
