A founder of a campaign for a fairer rates system says the Government's local council reforms are too broad and the proposed changes are too large to be made in one swoop.
Parliament has this week approved the first reading of the Local Government Amendment Bill, which includes a move to make local councils more productive and efficient.
The founder of NoMoreRates, David Thornton, says the proposals by the Government are complex and too broad to get together into one bill.
"People are most interested in part of this bill which deals with rates, debt level and things like controlling staff levels and controlling the salaries to staff - those are the crucial issues to most ratepayer groups".
Mr Thornton says other aspects include giving mayors more powers and changing amalgamation processes.
