Former Police Commissioner Howard Broad is to lead a review of the complaints process at Child, Youth and Family.
Social Development Minister Paula Bennett announced the appointment on Friday, saying she is confident Howard Broad will bring all of his skill and experience to bear in his independent review of CYF complaints.
The review will report before the end of next year.
The minister also said Rotorua will host the first trial of new children's teams, charged with devising individual plans for vulnerable children.
There were 529 confirmed cases of child abuse in Rotorua in the year to April.
