The Ministry of Education says school administrators were not to blame for any of the problems with the Novopay pay system and is promising an independent review.
Thousands of school employees have been paid incorrectly since the system was introduced in August.
But the ministry says the latest pay round, which was delivered overnight on Tuesday, is the best yet provided by the new system.
