In the application lodged with Hauraki District Council, Newmont Waihi Gold says it represents the community's opportunity for input into underground mining projects in the Golden Link Project Area for 20 years.
The project received 501 written submissions, with one withdrawn.
Most are in support of the application, 115 are opposed and 155 submitters have asked to be heard at the hearing.
Three independent commissioners are hearing the consent application.
