Napier Mayor Barbara Arnott will not seek re-election at the elections later this year.
Mrs Arnott became Napier's first female mayor 12 years ago.
She says she is stepping down to spend more time with her family.
The Local Government Commission has formally accepted a submission to merge five councils in Hawke's Bay into one.
Mrs Arnott opposes the plan, which is now in the appeals stage.
