Dr Smith says he has had discussions with community groups about allowing them to own and manage houses built in partnership with Housing New Zealand.
He says there may be instances where the Government sells a small number of current state houses to community organisations, but newspaper reports that the Government plans to sell off 12,000 state houses are incorrect.
Dr Smith says the Government is also looking at how it can subsidise the rent for people who live in social housing, so it is similar in cost to state housing.
