Human rights lawyer Huhana Hickey says more information is needed on an independent panel set up to review the auditing and monitoring of residental disability providers.
The panel will specifically look at the Ministry of Health's handling of complaints about the Parklands facility south of Auckland, which was closed last year.
Dr Hickey said the panel is a positive move, but it will all come down to how effective the ministry, and the minister, allows the panel to be.
She said it would be useful to know what its terms of reference are.
