Paekakariki Hill Road, north of Wellington, is open again after a car was found over the bank.
The road was closed just before 9am on Friday, as emergency services tried to find the occupants.
Wellington police say they are satisfied that the occupants are no longer in the area and are contacting the car's owner to find out how it got there.
The car may have been there for a while,
