Labour says it looks as though the Government is delaying election promises to fix the leaky homes issue because it has realised the issue is just too big.
The comments follow warnings from the Housing and Building Minister Maurice Williamson that the problem is bigger than previously thought.
Mr Williamson told Parliament's Social Services Select Committee on Wednesday there are cases that he called "sleeping timebombs".
Pricewaterhouse Coopers has been preparing a report on leaky homes, which are currently thought to affect at least 22,000 properties, at an estimated cost of $3.6 billion.
Labour MP Rajen Prasad says the report may already be complete and the government might have realised a solution won't be easy to find.
The Homeowners and Buyers Association says it sees a dozen new cases every week and it's possible leaky homes are still being built.
