The SPCA is applauding a new bid to ban the testing of legal highs on animals.
Labour has introduced an amendment to proposed animal welfare laws that would stop testing on dogs and rats.
Wellington SPCA animal care manager Nicholas Taylor said he is pleased the issue is up for debate again. He said it is selfish to put animals at risk so people can use legal highs.
But Andrew Moore of Otago University, who specialises in ethics, says it's not that simple. He says protecting animals might come at the cost of exposing people to harm.
