One hundred fake shark fins appeared in a lagoon on the Wellington waterfront on Friday morning as part of a protest against New Zealand's shark finning laws.
Greenpeace and an organisation called the New Zealand Shark Alliance want a ban on finning in New Zealand waters.
Campaigner Karli Thomas said New Zealand is one of the few developed countries where the practice is legal.
The Government has announced a review of its policies around shark fishing and conservation later in the year.
