Built in 1909, it was the home of Creative New Zealand, but the agency had to vacate the building because of earthquake damage to the office ceilings in July and August.
After receiving advice on repairing and strengthening it, the Old Public Trust body corporate on Friday decided it could not undertake the project.
The New Zealand Historic Places Trust says it is not the end of the road for the building.
General manager Ann Neill says the character interior is a strong selling point and she would be surprised if there was not much interest in acquiring it.
The building has a category one heritage status.
