Police say that flour is likely to be the white powder found in a hand-delivered letter which scared residents at apartments in central Wellington.
The letter's delivery to a Boulcott Street address on Tuesday night triggered a callout of emergency services when it was reported to police on Wednesday.
A bomb squad and the fire service attended, but police say a note with the powder suggests it was flour
Detective Sergeant Daniel Hughes says the residents were quarantined while police investigated.
