Forty thousand more sections will be developed in greater Christchurch over the next 15 years as part of the city's rebuilding effort.
Under new planning rules revealed on Friday more intensive housing will be allowed, however most of this will only involve social housing.
The new rules form part of the Land Use Recovery Plan introduced by the Government using the Earthquake Recovery Act, and aim to address the city's housing shortage.
Earthquake Recovery Minister Gerry Brownlee said the changes will bring certainty to developers.
Christchurch mayor Lianne Dalziel said further changes will be made to planning rules as part of a review of the district plan.
